This is a bowl pictured in The Tonga Lei's menu and used for their "Pele" cocktail. Additionally, there are photos of a hostess holding the bowl in their brochures (see background).
The bowl appears to have been two pieces, with the bottom two tiers connected, but the smallest and top-most tier removable.
The Tonga Lei was a restaurant and motel on the Pacific Coast Highway in scenic Malibu, and operated from the '60s probably into the '70s, when it became a Don the Beachcomber.
It's now the non-tiki Malibu Beach Inn.
