This is a mug shaped like the head of Madame Leota from Disney's Haunted Mansion attraction. This mug was sold using a lottery system through the Trader Sam's Mug Trading Facebook group in a few separate batches.

These were also produced in a second edition blue glaze which went out on April 6th, 2021.
