Packaging calls them "Dolomite Salt & Pepper Shakers" and marked "China" on bottom. Set #2 is distinguishable, among other details, because the salt shaker has clenched rows of teeth, not a figure-eight-shaped mouth as with Set #1.
Enesco Lazy Susan Serve Set

This lazy susan has a green central Tiki with four dishes (two yellow and two green). The dishes are removable and have Ku handles. The central Tiki is attached to a wire frame and its base is hollow to about 1.5" down. The Tikis are carved much like the ones on giant wooden spoon and fork sets. Dishes have a repeating leaf pattern.

Certainly appears inspired by vintage Marwal Hula Girl head busts which were made of plaster and carefully painted.
